This case arose as a result of a feud between neighbors in Brandywine, Maryland. One of the neighbors — Ronald Ragland, appellant — shot the father and son who lived in the house across the street from Ragland's house, killing the father and wounding the son. At the conclusion of a jury trial in the Circuit Court for Prince George's County, Ragland was convicted of second-degree murder, attempted second-degree murder, first-degree assault, and two counts of use of a handgun in the commission of a felony. For the second-degree murder conviction, he was sentenced to incarceration for a term of thirty years, with all but twenty years suspended. For the attempted second-degree murder conviction, he was
sentenced to a consecutive term of thirty years, with all but fifteen years suspended. And, for each of the use of a handgun convictions, he was sentenced to consecutive terms of twenty years, with all but five years suspended. The conviction for first-degree assault merged into the conviction for second-degree murder. This timely appeal followed.
